I'm going to guess that it was just a manufacturing error because it's fun to imagine the kind of stupid that went down at the factory while these were built.

my less than repeatable source from a quick google run says the TVR lacks inside door knobs and moving that 2nd "shifter" left or right releases the door in that direction....

Wow. It really does. Found this on a TVR thing:
It opens both doors. Twist clockwise for drivers, anti clockwise for passengers. TVR quirks!

so you turn the wrong way and the passenger door opens and you have to get out and go round adn close it. pain in the arse!

TVRs have electric door poppers, and I would hope that circuit would be cut off above a certain speed...

thre is suggestions from others that it controls a cable of some sort. newer models with door poppers perhaps

On any modern TVR like the one pictured, there are no exterior door handles... there are rubber-weatherproofed electrical buttons on the bottom sides of the side mirrors to pop the doors from the outside. It is electrical, not mechanical.
the interior knob probably activates each door popper circuit the same way. Maybe there is a small cable between the knob assembly and the switches, but the doors themselves are very likely to be electrically activated.
Edd China's Pro Tip when working on TVRs like the Cerbera they did on Wheeler Dealers, is to pop the doors open, and keep them open while servicing the car with the battery disconnected. If you disconnect the battery first, the doors are inactive, and can't be popped open.
Although it would be smart if there were even a 9V battery terminal both on the outside of the car, and in the interior, that connecting a 9V battery to that door popper circuit would re-enable them, or even just force-activate the door poppers when a 9V battery is touched to it, as an emergency measure. I would do something akin to that, if I were to ever build a hot rod or custom car with door poppers instead of mechanical door latches.

So you don't have to race around the car to open the door for your sexy lady friend? To bad it doesnt close them, would be useful for when you install racing harness's, and then get into our car, put on your harness's and realize you've not shut your door yet... (can't reach the door if your strapped to the seat)
